Toll road construction plays a pivotal role in enhancing national infrastructure, fostering economic growth, and improving logistics efficiency. In archipelagic and rapidly urbanizing countries such as Indonesia, toll roads/highway not only support inter-city mobility but also serve as critical enablers of industrial corridor development and regional integration. However, the complexity of toll road projects—characterized by multi-stakeholder involvement, long durations, and high capital intensity—poses persistent challenges including land acquisition delays, budget overruns, safety compliance issues, and limited digital adoption. This study conducts a Systematic Literature Review (SLR) of 100 peer-reviewed journal articles published between 2010 and 2025, following the PRISMA guidelines. The analysis categorizes the literature into seven thematic domains: risk management, digital tools and BIM, safety and occupational health and safety (OHS), procurement and supply chain, traffic management, socioeconomic impacts, and emerging themes such as sustainability and climate resilience.
