This article develops a strategy for improving the efficiency of international technology transfer in cybersecurity in the context of limited access to foreign innovations. А model for collaboration between science and business is proposed, including the creation of specialized engineering hubs, the consortia formation and the use of international open-source solutions. Barriers to technology transfer are considered, ways to overcome them are proposed, and key stages of strategy implementation are outlined. The results of the study demonstrate that a coordinated approach to technology transfer and adaptation not only reduces import dependence but also enhances the resilience of the national cybersecurity system.
