Designing and Implementing an Organizational Cybersecurity Governance Training Program Based on the NIST Cybersecurity Framework 2.0: A Practitioner Curriculum Model

The National Institute of Standards and Technology Cybersecurity Framework version 2.0 (NIST CSF 2.0), released in February 2024, represents the most significant revision to the framework since its original publication in 2014. A central feature of this revision is the formal elevation of Governance (GV) to a standalone, cross-cutting function-signaling a shift in industry expectations toward treating cybersecurity as an enterprise risk discipline rather than a purely technical domain. This working paper presents an original, practitioner-designed training curriculum comprising 26 structured sessions organized across eight thematic modules. The curriculum is designed to operationalize NIST CSF 2.0 at the organizational level through a train-the-trainer model, enabling internal practitioners to build durable cybersecurity governance competencies across functional roles-from executive leadership to operational personnel.
