Briefing: The London Surface Water Strategy

Elizabeth Rapoport · Proceedings of the Institution of Civil Engineers - Civil Engineering · 2025

Surface water flooding (SWF) is one of the highest risks on the London Risk Register. The London Surface Water Strategic Group was formed as a response to the significant SWF events witnessed in London in July 2021. The London Surface Water Strategy is a collaboration between key organisations that have a role to play in SWF. The strategy will aim to increase London’s preparedness for SWF, while delivering benefits for Londoners, the environment and the economy. As part of the strategy, natural solutions to SWF, such as sustainable drainage systems, will be prioritised. One of the strategy’s key proposals for change is the introduction of catchment-based partnerships that will assist the many contributing parties in the implementation of projects across political and organisational boundaries. This collaboration between boroughs and other organisations will aim to increase London’s resilience to SWF.
