This paper describes the ten main elements of the US$ 20 billion Hong Kong Airport Core Programme, ranging from the 1248 ha airport platform at Chek Lap Kok to the dramatic series of bridges, viaducts and tunnels which make up the 34 km road and rail link to the Central business district. It discusses the formidable problems and constraints which faced the 35 000 construction workers and explains the complex management and control structures which enabled this huge project to be completed on time and within budget. Tendering procedures, conditions of contract and dispute resolution mechanisms are also reviewed.
