Military role in regeneration of civil engineering capability

The post-conflict security of a region is invariably tenuous in an environment of poor communications, severely damaged infrastructure and limited social and economic fabric. Military engineers, with their unique combination of management and engineering skills, are thus better equipped than most to regenerate essential services during the initial transition to peace. This paper highlights some of the many factors that need to be tackled during the initial peace-support operation and the key enablers to the successful regeneration of infrastructure, particularly basic utilities, industry and civil engineering capability.
